Huawei would sign ‘we promise not to spy’ pacts with governments

President Trump on Wednesday declared a "national emergency" to protect American communications networks - a move that gives the feds broad powers to ban United States companies from doing business with some foreign suppliers - including the Chinese firm Huawei.

It gives the secretary of commerce the power to "prohibit transactions posing an unacceptable risk to the national security", the statement adds.

The issue has taken on new urgency as US wireless carriers look for partners as they rollout 5G networks.

Despite emphatic denials from the Chinese tech giant, there are still significant suspicions around the world about how close Huawei is to the Chinese government and whether, if expected to, it would plant back doors in its equipment to allow remote access.

Huawei did not immediately respond to a request for comment. Huawei vehemently denies involvement in Chinese spying. "The Americans will assume that everything we share with Germany will end up with the Chinese", the official told TheWSJ, referring to what would happen if Germany continues dealing with Huawei.

Huawei leaders have insisted their company operates independently of the Chinese government and that its products aren't used for spying.

The order the White House announced on Wednesday does not name specific countries or companies but the administration has been trying to stop allied nations including the United Kingdom from using equipment from the Chinese tech company Huawei.


Mr Trump does not name any company specifically in the order.

The Wall Street Journal first reported in May 2018 that the executive order was under review.

He said Huawei had long cooperated with Britain's National Cyber Security Centre's oversight of its technology, and it had improved its software engineering capabilities to make them the equal of competitors.

China hawks in the Trump administration have been pushing the president for months to sign the executive order, as the United States security and intelligence establishment sounds louder alarms about the Chinese company.

General counsel Carri Bennet of the Rural Wireless Association has said a ban would cost its 15 affected members at least $800 million to redo their networks to strip out Huawei and ZTE equipment. The sweeping indictments accuse the company of using extreme efforts to steal trade secrets from American businesses - including trying to take a piece of a robot from a T-Mobile lab.

Canadian authorities last December arrested Huawei's Chief Financial Officer Meng Wanzhou at the request of the USA, which seeks her extradition over allegations of violating Iran sanctions.

The executive charged is Huawei's chief financial officer, Meng Wanzhou, who is also the daughter of the company's founder. The US is seeking to extradite her.
