Prime Minister Theresa May rushed to Strasbourg on Monday for last-minute talks with European Commission president Jean-Claude Juncker in a bid to salvage the Brexit deal, with British MPs set to vote Tuesday on whether to accept the withdrawal agreement.

SNP's Westminister leader, Ian Blackford, accused the party of being "a fraud" after choosing not to back a second referendum.

Failure could potentially leave the country crashing out with no deal, sparking shockwaves through global markets and possible question marks over May's leadership.

"These are unenviable choices", she said.


Cox, whose job is to present the House of Commons with independent legal advice on the UK's withdrawal from the European Union before the so-called meaningful vote on May's deal, said in a statement that his opinion had not changed since he first brought it to the lower chamber of lawmaking previous year.

"Let's be crystal clear about the choice: it is this deal or Brexit might not happen at all", he said.

Ireland's Taoiseach Leo Varadkar said: "The further text agreed yesterday provided additional clarity, reassurance and guarantees sought by some to eliminate doubts or fears of some, however unreal, that the goal was to trap the United Kingdom indefinitely in the backstop".

However, Cox said "I also advised that in the specific case that situation was due to the EU's want of good faith and best endeavors, because of the difficulties of proof and the egregious nature of the conduct that would be required to establish a breach by the European Union of those obligations, it would be highly unlikely that the United Kingdom could take advantage of the remedies available to it for such a breach under the Withdrawal Agreement".

"The legal risk remains unchanged that. the United Kingdom would have, at least while the fundamental circumstances remained the same, no internationally lawful means of exiting the Protocol's arrangements, save by agreement", Cox said.

After two-and-a-half years of haggling since the 2016 Brexit referendum, Juncker cautioned this was the last chance for Britain. "Today is about extension and about the process. the Labour Party is supporting the public vote on any deal that gets through by the Prime Minister, but today is about a different issue", Shadow Brexit Secretary Keir Starmer said.

"However in our view sufficient progress has not been achieved at this time". The EU Commission said it would "expect a credible justification" for the postponement.

One eurosceptic lawmaker told Reuters he had seen nothing to change his opposition to the deal.
