Trump, who has stated that he plans to maintain relations with Saudi Arabia, has come under criticism from many in Washington who think the USA should downgrade its ties with the Kingdom and end US support for the Saudi-led war in Yemen.

The bipartisan measure was introduced by the independent senator and former presidential candidate Bernie Sanders, Republican senator Mike Lee and Democrat Chris Murphy.

The Saudi insider-turned-critic was killed in what Saudi Arabia said was a "rogue" operation and denied any involvement of Prince Salman in the murder. The vote to pass the resolution was a reversal from nine months ago when the Senate rejected the same measure.

Republican Senator Lindsey Graham said he would withhold his vote on any key issue, including a government spending bill, until he gets a briefing on the topic from the Central Intelligence Agency.

In a tweet later, he said they would also discuss the fallout from Khashoggi's murder. He said the CIA had already briefed the Senate intelligence committee and Senate leaders and "will continue to provide updates on this important matter to policymakers and Congress".

Seventeen Saudi nationals have been rendered inadmissible to Canada. The Saudi authorities said Khashoggi died in a "brawl" in its consulate.

"This is the kind of behaviour we expect from Russian Federation and North Korea", Oklahoma Senator Jim Lankford said. Senate Foreign Relations Committee Chairman Bob Corker (R-Tenn.) said before the vote. It is proving successful with nations willing to back it for political, financial or economic gain, such as Bahrain, Egypt, Tunisia, and Palestine or nations like the United Arab Emirates, Russia and China that share Saudi Arabia's illiberal, authoritarian values.
