Duffy, who serves on the House Financial Services Committee, said America finally has a president who is committed to free trade and prioritizing the American worker.

The aid programs include payments to producers of soybeans, sorghum, corn, wheat, cotton, dairy and hogs, along with purchases of unexpected commodity surpluses and efforts to develop new export markets, the U.S. Department of Agriculture said.

Pennsylvania farmers greeted the Trump Administration's announcement Tuesday of $12 billion in emergency aid to agriculture with mixed emotions. "This administration will not stand by while our hardworking agricultural producers bear the brunt of unfriendly and illegal tariffs".

Yet for all the harsh words, Politico reported there is little to no movement to stop the tariffs or the bailout to farmers whom the tariffs are hurting.

The American President said on Wednesday he hopes to reach a fair and reciprocal trade deal between the USA and the EU.

Preliminary details of the agricultural aid program that emerged Tuesday indicate the administration will tap the Commodity Credit Corporation, an entity created during the Great Depression to support farmers, to borrow directly from the Treasury for aid to agriculture.

The CCC will also use its Charter Act authority for a Trade Promotion Program administered by the Foreign Agriculture Service (FAS) in conjunction with the private sector to assist in developing new export markets for farm products.

Mr Trump on Tuesday crowed that it was his tough stance and threats of auto tariffs that brought the European leader to the bargaining table.

Sen. Ben Sasse, R-Neb., agreed, calling the aid "trade-war bailouts". "They're just going to make it 1929 again".

"Tariffs are the greatest!" the president wrote on Twitter.

The Trump administration's plan is a direct acknowledgement that Trump's trade war is hurting USA businesses.

"We can not exclude either possibility, but China would not want to see the latter", he said. "This smacks of policy incoherence to me", he added. Beijing retaliated with tariffs of its own on $34 billion worth of American goods, including soybeans. "Watch. We're opening up markets".

"The objective is not to have a long-term relief program". As I travel across Iowa meeting with farmers, they tell me that they want to see a more thoughtful approach to our trade policies, rather than the tit-for-tat tariffs and retaliations that we have recently seen.

FILE - Ryan Roberts walks through a soy bean field to check if it is ready for harvest in Minooka, Illinois, Sept. 24, 2014. Since March, he has imposed blanket tariffs on almost all imports of steel and aluminum and placed penalties on $34 billion in goods from China, a total likely to increase to $50 billion next month and into the hundreds of billions later this year.

EU Commission President Jean-Claude Juncker and trade chief Cecilia Malmstrom will meet Trump in Washington to try to talk him out of imposing the auto tariffs, which would hurt the industry on both sides of the Atlantic and ratchet up trade tensions significantly.

The president is meeting with European officials on Wednesday at the White House.

"The president's scorched earth trade war has put a lot at stake for IL and our rural economy".

"We are confronting unfair trade deals and we are doing it like nobody has ever done, because our workers have been cheated and our companies have been cheated", Trump told a veterans group in Kansas.

The president has repeatedly called the European Union - which includes numerous U.S.'s oldest and most committed allies - an unfair trading partner and even labeled it a "foe".
