The boss of the company that owns the duck boats, Jim Pattison Jr, said there had been a "microburst" of high wind just before the boat capsized. The company said it also added 365-degree video coverage and a second employee to narrate tours. One of the boats later made it safely to shore. In September, a duck boat crashed into a charter bus carrying students in Seattle, killing five and injuring dozens.

NTSB spokesperson Christopher O'Neil says the agency advocates for the safety recommendations it makes, but can't force anyone to follow them because it has no regulatory power.

Pittsburgh's fleet was among the first in the US, and are among the original built military Army Ducks used during World War I and World War II.
